To keep up the condition of Council facilities for public use, to deliver an effective and efficient service in this instance and to develop future diverse facilities of a high standard for use by the Newcastle community.
RULES FOR HIRING THE HALLS
No reservation will be made and no date for any hall will be reserved unless the amount for the hired accommodation together with a refundable deposit has been paid in full.
The full rental amount, excluding the deposit, will be forfeited to council when the hirer cancels or postpones a reservation, unless council is notified in writing at least 30 days prior to the reserved date about the cancellation.
A hirer shall clean and rearrange the halls within the time permitted by the caretaker, failing which he shall forfeit the deposit paid.

Hall Bookings for the Newcastle Halls namely; Town Hall, Fairleigh Hall, Richview Hall, Show Hall and Farmers Hall are done at the 2nd Floor, Tower Block.

The oldest of all the halls in town, this facility requires special maintenance as it is a recognized historical monument.

2. RICHVIEW CIVIC CENTRE
An outside cooking area with gas burners are available at this facility. Maintenance of Richview Civic Hall is, however, costly as the facility is not secured by a fence and vandalism occurs constantly

3. FAIRLEIGH COMMUNITY HALL
Being close to the squatter camp problems are being experienced in that vandalism occurs on a regular basis resulting in high maintenance costs.

4. SHOW HALL
The grounds also accommodate more than 100 stables for horses which makes it ideal for Gymkhanas and horse shows. The Show Grounds is the venue for the largest annual Festival in Northern KwaZulu-Natal which draws people from all over the province. Regular soccer matches and music festivals are held in the arena.
