The members of the general public are invited to attend the public hearing whereby His Worship the Mayor will be responding to the comments made by the public during the budget roadshow sessions. The public hearing will be held as follows:

INVITATION TO PROSPECTIVE SERVICE PROVIDERS TO REGISTER ON THE NEWCASTLE MUNICIPALITY DATABASE

The Newcastle Municipality (NM), pursuant to the provisions of the Municipal Finance Management Act no.: 56 of 2003 read together with the Supply Chain Management Regulations (2005) as well as Preferential Procurement Regulations, 2011 pertaining to the Preferential Procurement Policy Framework Act no.: 05 of 2000, hereby invites suppliers/service providers to register on the Council`s supplier database for 2017/18 financial year.

The supplier database aims at giving all potential suppliers an equal opportunity to do business with NM. Although preference will always be given to registered suppliers, it does not necessary follow that those who are not yet registered will be excluded from doing business with NM.

Service providers currently registered on Council`s Database must re – register or submit updated valid documents for re – registration should their documents be expired.

Companies must ensure that all the mandatory documents are attached to their registration forms. Failure to adhere to the above requirements and incomplete application forms will lead to your application being rejected.

Supplier database registration forms may be physically accessed through the below mentioned address at a non-refundable document fee of R 20.00 during office hours between 8h00 to 15h00 or electronically be downloaded from Council`s website: www.newcastle.gov.za, with effect from 06 April 2017.

All suitable and interested prospective suppliers are encourage to register onto National Treasury`s Central Supplier Database (CSD) by logging onto to the website address of https://secure.csd.gov.za or by logging onto National Treasury website address of www.treasury.gov.za then click on CSD database icon.

3. Please note that no unsigned or faxed forms will be accepted. Certified copies of the tax clearance certificate are NOT ACCEPTABLE and invoices will not be processed until the original the original valid tax clearance certificate is submitted.

4. Copies of the tax clearance certificate are ACCEPTABLE as the new Tax Compliance Status (TCS) system has been implemented by SARS where any 3rd party can verify the compliance status through the use of an electronic access PIN, or through the use of a Tax Clearance Certificate obtained from the new TCS system.

5. Businesses intentionally providing incorrect or fraudulent information will be disqualified.

6. Applicants who have been declared insolvent and wish to do business with the Council must have been rehabilitated and provide necessary proof thereof.

7. Blacklisted enterprises appearing on the National Treasury database and that are prohibited from conducting business with the state, shall not be considered.

8. Members / Directors / Partners / Owners / in service of the state, must declare any conflict of interest. Failure to do so may lead to disqualification or de-registration.

9. Responding to this invitation does not mean an automatic registration with Newcastle Municipality.

10. The Council reserve the right to reject any application, which in its opinion failed to comply with the registration requirements or criteria and registration does not guarantee any business opportunities.

The Special Joints Operations Committee, at its special meeting held on 23 February 2017, resolved that the community and the businesses be advised of the following :
· That the clinic situated at the taxi rank in Terminus Street, Newcastle has been closed due to floods and it reopen once the situation has improved.
· That in the interim, arrangements have been made that patients that are receiving medication from this Clinic are advised to collect their medication at the Newcastle Primary Health Clinic in Murchison Street.
· That food donations and clothes are welcome to assist the affected families. Businesses wishing to assist are requested to contact the Red Cross Society, Annamarie Scheepers at (034) 312 1736.

Floods in Newcastle – Media Release

MEDIA RELEASE

Floods in Newcastle
In response to the current flooding disaster currently taking place in Newcastle and surrounding areas, the Municipal Manager; Mr B.E Mswane articulated that the Disaster Management team has been on the ground to assist the community during these times. “Our traffic and disaster management team were immediately on the ground. Last night the Mayor, myself as the Municipal Manager together with the ward 3 Councillor Shunmugam visited the areas of Paradise and Lennoxton where some families experienced severe flooding into their homes. We have contacted the office of the MEC to assist in the relief of the disaster, in response the MEC has deployed a team which this morning, the 22 February 2017, met together with the District and Newcastle, the team has proceeded to conduct an assessment to the damage done and solutions will be communicated shortly”, said Mswane.

Furthermore, The Ncandu, Ingagane and Buffalo Rivers were closed since they had picked up. Areas affected mostly in Newcastle is Lennoxton, Paradise and Siyahlala Informal Settlement, D96 as well as Madadeni Section 3 and Osizweni where two houses were completely destroyed.

The displaced communities that were evacuated in Newcastle are accommodated at the Fairleigh Community Hall. Madadeni displaced community that were evacuated are housed at the Madadeni Community Hall and the people from Blaauwbosch will be accommodated at Osizweni Community Hall as well as Mzamo High School.

A soup kitchen was activated this morning. A local special Joints Operations Committee meeting with officials from the COGTA was arranged for today at 09h00 in the Protection Services Lecture Room. Fortunately no fatalities and injuries have been reported thus far. Our Disaster Management Teams are out doing assessment and evacuation at this stage. Relief materials distributed to the affected communities are sandbags, mattrasses, blankets, tents and plastic sheets.
As of today approximately twenty one (21) houses have collapsed in Bosworth Farm, assessment and distribution of relief is ongoing at this stage.

STATE OF THE ROADS
The Newcastle Taxi and Bus Rank has been completely closed off. Top of Kirkland Street is currently used as a temporary taxi rank. The entire Murchison Street is currently used as a temporary bus rank.

Most of the town intersections are closed off and all our traffic officials are effectively manning all the intersections. Currently, a high congestion of traffic is noted on all our roads.

Moreover, massive potholes are reported on the provincial road P483 as well as the Albert Wessels Drive. Road Traffic Inspectorate (RTI) has been requested to assist with traffic control on the P483.

Department of Transport (Roads) has been requested to fill in potholes and they have confirmed that their teams are sent out to fill in the potholes on the P483.

Proposed Outage for the Newcastle Municipality Licenced Areas

Proposed Outage for the Newcastle Municipality Licenced Areas.

Fibre optic is used to communicate between substations for protection purposes. We’ve lost communication between Townlands Substation, New Central A Substation and Glen Substation thus protection of lives and equipment is endangered.

Emergency work is urgently required to replace a damaged fibre optic cable so as to restore communications.
This is a step which is boldly taken by the department, as to prevent damage to our equipment and curb outages.
The proposed outage will occur on Sunday the 11th of September 2016 from 05h00 till 10h00.
Please treat all electrical apparatus as live at all times.
