Health Services

DEFINITION
Section 24 of the Constitution of the Republic of South Africa entrenches the right of all citizens to live in an environment that is not harmful to their health or wellbeing. Environmental Health Services are defined under Section 32 of the National Health Act, 2003 (Act 61 of 2003) as Municipal Health Services. Municipal Health Services is the control, assessment, correction and prevention of environmental conditions that can adversely affect human health.

ROLE AND FUNCTIONS OF ENVIRONMENTAL HEALTH SERVICES
Food control
• Routine inspections of food premises
• Sampling of food premises
• Investigations of complaints and food borne diseases

Water quality control
• Ensuring provision of hygienically safe and adequate water supply
• Water sampling
• Responding to complaints on contaminants / impurities

VECTOR CONTROL
• Ensuring the residual spraying of premises
• Eradication and identification of vectors
• Control and eradication of rodents

DISPOSAL OF THE DEAD
• Inspection of funeral undertakers and mortuaries
• Certification of funeral undertakers and mortuaries
• Investigating and performing pauper burials

WASTE MANAGEMENT
• Advocating proper sanitation
• Ensuring proper storage, collection, transportation, handling and disposal health care risks

Surveillance of premises
• Investigation of environmental factors that are detrimental to human health
• Regular monitoring of residential and business premises to identify, monitor and evaluate health risks

Prevention of Communicable Diseases
• Case investigations
• Case reporting
• Sampling of specimens for analysis

Environmental Pollution
• Noise pollution
• Air pollution
• Water pollution

Animal Pound Services
• Prevention and control of stray animals
• Impounding of animals
• Regulating keeping of animals in the municipal area of jurisdiction
• Municipality regulates the keeping of animals within the area of jurisdiction of the municipality
• Inspection of premises to evaluate and monitor compliance with the applicable by-laws.

Public Ablution Facilities
• Provision of public ablution facilities
• Cleaning and maintenance of public ablution facilities
